Most advanced user functionality, offers 100% access to all content of your website, using the design suite offers design integration from Photoshop, Dreamweaver, Illustrator, Bridge, etc.
Dreamweaver can be used and learned very easily for anyone that wants to learn it, I've used it for 2 websites years ago and found it very dynamic, the only problem I ran into was not being able to integrate a database for user registration and checkout purposes.
I am familiar with Microsoft Access and can create a database but lack the know how for Php and Mysql for integrating and setting up Ftp (file transfer protocol) with your hosting provider and your website itself.
If you are interested in using Dreamweaver it can be easy to learn for the advanced users and is very user friendly with its built in Ftp Client for uploading to your hosting account.
Joomla (100% free)
Joomla is used by millions of websites, even professional like Harvard University. Very easy to learn this program but I do recommend learning basic html coding first. If you are just building a website for personal use then Joomla is a very dynamic program for someone with basic html knowledge.
If you are looking to run your business or web-store, you will need to know some html and template building knowledge, there are 100's of websites offering free templates for Joomla but keep in mind nothing is Free. These "Free" templates have un-editable regions that contain there embedded advertisements. You can be tricky and find the embedded advertisement code and delete it, just watch it carefully because one wrong move can effect a broad range of functions on the site, or worst case affect something you don't notice until you have a hundred or more pages and then realize what it did.
AT&T and GoDaddy hosting service accounts offer Joomla integrated into the account, you can work online with their Joomla program directly connected to your hosting dashboard or you can download Joomla and just Ftp your content with something like Filezilla.

Godaddy's Website building software is awesome for the price. It has enough built in functions to easily build a dynamic looking site. At first I did not like getting used to it's UI (user interface), it looks somewhat like a game of some sort, but when you get into it and use it, it offers a wide arrange of functionality.
It has built in social plugins like Facebook, Twitter, LinkedIn, and Pintrist. Offers integration with there just as nice shopping cart builder. Offers an add-on called Search Engine Visibility ($36/year) which is a very good deal because it does all your SEO business for you.
The search engine visibility program they offer as an add-on is well worth the $36. It submits to all major indexing companies, creates a sitemap for you, etc.
